Hey Chris,

The "Demo Palette" that comes with AE has a scale comp script but honestly
it's not the best written script in the world.  I think all it does is
create a null and attached everything to it to scale the comp, can't recall
exactly but I remember not being satisfied with the results in the past.
 The truth is a comprehensive scale comp script would not be trivial.
