I have used the scale comp script many times with good success.

Mainly for scaling a comp up, not down.

It isn't a one click deal though and does take some messing with afterwards.

My trick is to render a version before running the script, run the script then bring in the render and scale it to the new size and put it in difference mode.

That way I can scrub through the timeline and see any major issue that I need to fix.
