I think that is correct if you wish to stay with the perpetual license system. There is a 20% discount available through to Dec 31st. However, if you plan to move to the new Adobe Creative Cloud licensing model (membership-based, with a monthly subscription fee), you won’t need to upgrade in the interim. I looked at the options recently, and decided to go with the perpetual license system, as we don’t have enough details about the Cloud yet, and I would be worried about it being buggy while it is very new.

I was planning that Adobe would honor it’s usual route of adding another $200 to the upgrade cost from a step behind the curve. I.E. $599 to upgrade from CS4 to CS 5.5 vs $399 for the CS5 to CS 5.5 upgrade. Is that the case? If so I best be buying before end of year I guess.
