There is also a no-coding-at-all iExpressions solution:
Linke the particle amount to the position of the NULL using the "Simple Link 1D" iExpression. Then choose in the link options to link to "total velocity". The amount of particles can then be further controled using the scale and offset options of the link.
Note that it will work on the other artists machines also if they have no iExpressions installed (as long as they don't need to modify the iExpression).

I'm working on a project that requires a Base comp be built that all the
artists can use.
it's a Trapcode particular effect that needs to add to amount for particles
emitted depending apon
velocity of the emitter ( using a null to drive the emitter)
i.e. moving slower less particles, faster more particles.
any suggestions ?
