| If you're considering apps, instead of enterprise, I use Time Clock (looks like it's Android only, but I'm sure there's an equivalent app on iPhone). It's excellent: Have as many clients as you need, with projects per client, reports can be very detailed, download as CSV so you could, I guess, sync up multiple users' hours and such... I dunno, just a thought. The free version does everything I need it to do for my own personal time tracking. Paid version, if I understand correctly, let's you automatically send out invoices, no muss no fuss.
