I would probably do the following.
Duplicate the footage source
Apply a mosaic or blur filter to the duplicate layer.
Track the face you want to obscure.
Create a new solid and draw a mask over the face you want to obscure and feather it if needed.
Attach the solid to the tracker.
Use the solid as a track matte to reveal the mosaic footage.
Tweak settings to taste.
