So I'd try and keep everything inside AE, keep the mosaic effect on an = adjustment layer (so it can be turned on and off, or faded up and down = as necessary) and I'd try to keep the position control to a simple x,y = track. For this reason I'd avoid masks, as you can't easily apply = tracking data to a mask. So I would add an adjustment layer. Firstly I'd add the mosaic effect = with the desire level of blockiness. Then I'd add the 'circle' effect, = and set the blending mode to 'stencil alpha'. The size of the circle = and position determine the mosaic amount. Finally I'd apply the 'CC = Composite' effect and set it to 'behind', and then un-check the 'RGB = only' box. You can use these 3 effects like this on the actual footage layer itself = (save it as a preset), which would be fine if the entire duration of the = clip needed some masking.
