Sorry I wasn't clear. There's different ways of working. There are two ways to get layers in AE from Premiere. The most common is select some clips/layers in PPro and right click to "replace with After Effects Composition". You get an AE comp via Dynamic linking. 

You say you don't want Dynamic Linking, so I meant to suggest that you can copy and paste a glob (technical term) of clips from Ppro to and AE comp. They will come in just fine as layers, all strung out and everything. Very slick.

However, if you want to build in Premiere Pro and import that project into AE that is a little different workflow:
Right click in project window: Import Premiere Pro Project, and select entire project or just one sequence.

You could always open your sequence in Premiere Pro, select all, move to AE Comp, and paste. Try it, it works great.

Then, if you need to move to another system, use AE's "collect files" and build a portable drive (or whatever).
