24P on nearly all video cams is actually 23.976 ( some cameras can be set to 24.000 which is flicker safe ) and it very much can flicker or produce roll bars.  line frequency is 60.000hz and only 24.000 and 30.000 are actually "flicker free" safe for 180deg shutter speed. that fraction off does matter -  I have seen one example where the color shifts over several minutes as the lights change phase with the camera under flo lighting.

if you scan thru the footage at 5 or 10X it can be pretty easy to spot dark roll bars in the footage. this freaks most people out. in reality, played at normal speed, its generally not noticeable UNLESS you know its there, you're looking for it, and you have a pretty bad case of it. most of the time, the average view will never see it or notice it.... or care :(

I just received some video footage of a 'clean' room where the camera person forgot to compensate for the fluorescent lights.  The video has this flicker in it… do any of you know how to compensate after the fact to reduce it?
