generally speaking, slower is better, but most cameras won't shoot at a shutter speed equal or very close to the FPS rate... some do. 1/25th won't work at 29.97 but some cameras will do slow shutters. ok for static B roll, but probably not good for most shots.
ya at 1/100th you certainly risk getting phased at the dark side of the light pulse ( that sounded SOOOO trekie :) ) but you can flip the camera on / off or change the shutter up down to try to get to a better spot in the cycle. 1/50th is generally the best place, but sometimes 1/100th works better. just have to try it and see.
