See how it actually renders out in the best format you can like 32 bit mode to an uncompressed tiff and see if it's still there. There was ongoing discussion a few weeks ago about AE's 8 bit output that shows banding but the actual output to a digital file format is good with no banding. Daniel Ramirez was talking about trying to make a 10 bit output a priority for this release if he could squeeze it in.

is your project in 8bit?

make sure its at least in 16bit
that and a touch of noise should do the trick

Hi.

I'm having banding issues... A lens flare created with Sugar FX (Light Pack from Noise Industries) begins in black and grows over 2 seconds until the screen blows out to white. There is visible banding in the subtle color gradations during the sequence. I've tried adding grain and noise to get rid of the banding artifacts but nothing is really working great, yet. Currently I'm trying Debander (part of PHYX Cleaner from Noise Industries) and intender to try Deband from a demo version of the Sapphire filters. Does anyone have a beloved Debanding plugin or approach to dealing with the problem? Maybe a silly question since each banding situation would be different but I thought I'd ask.
