Yes, I second Particular as a great solution for this. I'm using it on my
IMAX film and it handles lots of assets really elegantly. I just did an
engineering test (not a visual look) to see how far Particular can be
pushed. This is low-rez still frame created from 25 million random instances
of 400 Hubble photographs:

Note that I've found it's best to apply any effects etc. to assets
hardboiled or inside the Precomp for best performance and results when using
layers as particles.

Trapcode Particular is your friend on this one.
Set up each galaxy as a different Particular layer.
Your assets can be single frames in a preComp then in Particular choose
"random still frame" in the layer options.
This will make each particle a random frame from the preComp. Very easy to
switch out.
This would be where I would start.
