If you happen to have Knoll Light Factory, you could precomp your video layer with the headlamps, and inside the precomp, use the levels effect to create a hi-con of just the headlamps. Then in your main comp, apply KLF Spectacular to the precomp. That filter will put a lens flare on areas of luminance, and will auto-track them.
