The most basic thing you should do is get both images to the same size.
Precomp both, make the precomps the same size, and do what you need with distortion tools to align them to each other in the precomp.  

You have tools like Corner Pin, CC Power Pin (useful to unstretch perspective images), mesh warp and even Liquify to align the images so their features match.  Basically I'd choose one image as the 'master', and then use the distortion tools to align the other to it.

Once the two precomps are the same size and they align with each other, dissolving between them will be much easier.  You could work with one layer to define your animation, then duplicate it and alt-drag the other onto it.  Or you could use parenting, as Scott suggested.

But basically the first thing I'd do is make both images the same size.
