And if you want to make that flag move in 3D space, you might want to take a look at the BCC Layer Deformer plug-in, which uses AE comp cameras and lights and the filter's built-in auto-animating vertex shaders to generate 3D plane shapes that ripple and wave in 3D space (onto which you can map the static flag image or clip.)

For the fractal noise I recommend trying the Strings form and increasing vertical scale quite a bit. Then you can animate evolution, enable perspective offset and animate the transform property of the noise in the direction you want your wind flowing. That all goes into a precomp.

Then in your main comp use the noise to drive the displacement map on your flag graphic. Bonus points if you put the noise comp over the flag graphic and use a blend mode like soft light to give it some lighting.

It seems my options are thus:
upgrade to AE5.5 for $949 to get FreeForm
get Zaxwerks 3DFlag for $199

FreeForm Pro is not available for Mac it seems which is too bad as the mettle products look super cool. FreeFormAE is no longer available from DigiEffects now it is bundled with AE CS5

Are there nay other options available to me that I missed? Is FreeForm worth the extra outlay (aside from the other obvious benefits to CS5.5). There is not a huge budget to this project and the flag element is one of hundreds. Trying to be economical and judicious.
