Premiere Pro benefits greatly from CUDA-enabled NVIDIA GPUs like the = Quadro 4000. If it's a Mac Pro, and there are no = nVidia options available, get the cheapest ATI option, then by all means = don't get the RAM from Apple, get it from a third party and put it in = yourself. You'll save hundreds of dollars that you can put towards an = nVidia card, replacing the cheap ATI card. Someone else on the list can = probably recommend something cheaper than the Quadra 4000 that will = serve you well.
