In the Order Confirmation email (not the Welcome email) is the statement: "It may take up to 24 hours for your serial numbers and certificates to appear on your account in the Adobe licensing web site after you receive the Licensing Web Site welcome email.". Unfortunately, this statement is not repeated in the Welcome email. So, my interpretation is that you can either wait 24 hours after the receipt of the Welcome email or you can keep trying, i.e., nowhere does Adobe say that they will send another email when the download and serial number are actually available. Based upon the Welcome email I wasted time signing in and trying to find my download and serial number.
