Maybe this helps: click on any crosshair symbol next to position values in the Effect Controls Window. Then, without moving the cursor to the Comp Window, adjust values by pressing the arrow keys (along with the usual modifier keys CTRL and SHIFT if need be). To conform, hit Enter.

The position point isn't moveable with the arrowkeys in CS6, it just
moves the layer.:-(

Still doesn't work for me. It's been so long since this has worked
that I remember it as a golden oldie without any expectation of it
ever returning. I now use the up down arrow keys in the numeric
entry fields instead (add shift & command key for extra control).
Not as fluid but better then by hand in many cases.
