Without seeing the footage its hard to say what might work best for this. I've had really good results fixing footage that has bad frames with Frame Restorer.

Sometimes I eliminate the bad frames and have Frame Restorer generate intermediate frames and then stabilize. Here's an example I posted a couple of months ago where the editor had converted 29.97 GoPro footage to 23.98, throwing away needed frames. They couldn't find the source footage for me to fix it properly so I generated intermediate frames with Frame Restorer and then I stabilized once there was better information for stabilizing.

You could time stretch the footage and create black frames every second frame and have Frame Restorer or Twixtor, but more of a manual method with Twixtor, generate intermediate frames then track. Again, I can't see your footage so I'm guessing, but these are some of the tricks I've used with success.

You are using the best tracking tools with the warp stabilizer and Lock and Load.
