Create a text layer and add expression to the source text property. Pick whi= p over to the first light layer, then add ".speed". (explained in my tutoria= l here: http://provideocoalition.com/index.php/motiongraphicsvizfx/story/exp= ression_shorts_-_trigger_event_based_on_layers_speed/) This will give you a visual speedometer in a sense. Make note of the speed, t= hen switch expression to next light layer and adjust your keyframes until th= e speed matches, continue for remaining lights. Not an elegant solution, but will get the job done.
