Ok, maybe try this then...

Create a text layer and add expression to the source text property. Pick whip over to the first light layer, then add ".speed". (explained in my tutorial here: http://provideocoalition.com/index.php/motiongraphicsvizfx/story/expression_shorts_-_trigger_event_based_on_layers_speed/)

This will give you a visual speedometer in a sense. Make note of the speed, then switch expression to next light layer and adjust your keyframes until the speed matches, continue for remaining lights.

Not an elegant solution, but will get the job done.
