My optimistic side thinks the fact that they didn't add Thunderbolt or USB3 gives the stopgap theory more credence. My pessimistic side already bought a used 8core MacPro 4,1 last month.
If Apple had added those ports and only given a slight proc bump, everyone would be crying that the MacPro is dead. If they released nothing, everyone would be crying the MacPro is dead.
Apple better leak something quick or they're going to lose some market share.
