Intriguing - I just tried setting up a View > New Viewer to do that, and AE changes the two in lock step.
So what I did is nest the comp into a new comp, and now you can set the Resolution of the second, new comp to Half while the original is at Full. Or vice-versa. (Again using View > New Viewer to create two Comp panels side by side.)
