mocha had no problem it was interpreting as 29.97 - AE was where it was funky - and forcing it to 29.97 worked perfectly, and I am glad AE allows you to get under the hood and work with things like that.

We used to find we had to re-conform Avid footage in particular all the time. Just force 29.97 in the AE Interpret Footage (and mocha project) dialogs.
