Would using turbulent noise on an adjustment layer over the footage fit the bill? If you want to add a blur effect to it, all you need to do is duplicate the noise into a precomp and link a fast blur layer to it's luma value. You can fiddle with the evolution settings and levels to your tastes.
Here's a link to a CS 5.5 file that is a simple version of what I'm talking about.

All,
Working on a show that features Cal-trans shots of accidents and stuff. We

low-rez stuff.
Of course, my CG vehicles look WAY to crisp and clean. I need to add a TON
of JPG noise to match the look.
I've tried using the Mosaic plug, but while it may work at one distance it
doesn't at another.
I'm just throwing this out there in case I'm missing something that's really
obvious. I know dumbing down your footage is not typical.
Thanks.
