There's a number of ways, depending on how crappy you want to make it look.
I'm always having to composite and muck stuff up to match low rez / cell phone youtube stuff
but found most the Digieffects and Saphire plug-ins to be a tad bit over the top.
I've often rendered out low rez (320x240) using medium or low quality settings of PhotoJPEG or even Cinepak (yup, it's still good for something!)
and then re-import.
If I'm forced to keep working in HD resolution, I'll use a variety of combinations of blur, mosaic and noises,
plus I'll sometimes throw in Turbulent Displacement in between them, set to a very small displacement which can grunge things up a fair amount
