A slightly different method is to render out a low-res version, re-import and use the "Subtract" blending mode to subtract the low-res footage from the high-res composition. This will leave you with the noise/artifacts only, which you can simply add back at the top of the layer stack. This will let you work in full-res and you can manipulate the artifacts separately.

Of course, my CG vehicles look WAY to crisp and clean. I need to add a TON
of JPG noise to match the look.

I've tried using the Mosaic plug, but while it may work at one distance it
doesn't at another.

I'm just throwing this out there in case I'm missing something that's really
obvious. I know dumbing down your footage is not typical.
