Media encoder is included in the Premiere Pro family when  one  downloads from the creative cloud downloads page., I think.
I hope that made sense.
In my opinion, Creative Cloud subscription is awesome. especially for someone who likes to stay up to date with all the new software.  Not so great if you don't plan on upgrading every year.
If you only upgrade every two or three years or like to skip some versions, Then it is better to just buy the software the old way.  It will never "expire" that way.
