As Brian says, Adobe Media Encoder is installed as a component with any of the host applications that use it. These include Premiere Pro, After Effects, Flash Professional, InDesign, and some others.
Also, as others have said, licensing the software through Creative Cloud Membership subscription means that you are "renting" the software; the software stops working when your subscription expires. If you instead buy the CS6 Master Collection or Production Premium license, you have a perpetual license for the software.
