I have run tests and 1ppi or 9999ppi are exactly the same file size,
pixel dimensions in Photoshop, AE, FCX, PPro, and even DreamWeaver but
they are not the same size on the page in Illustrator, In Design, MS
word because those are Page Layout apps and the previous apps deal
with pixels not inches because there are no inches in video or on web
pages.
If you change the PPI (not dpi because there are no dots in digital
images) without resampling the image there is no change in file size
or pixel size. Only the output size on a printed page changes.

The work around for the Photoshop Bug is to use the save for web
option. It's my SOP for creating PNG files from PSD's for the web or
video production. You can automate it. I work this way for PNG files
because you end up with perfect PNG24's with transparency and 8 bit
RGB even if the original is a 16bit CMYK PSD from a designer. The
trick also works for JPGS if you must have jogs for web or video.
Because this is my standard workflow I didn't realize there was a bug
in PS CS6 until I read about it.
