If you open both files in Photoshop, do they look the same? If so, then they probably use different color profiles. You can get them to look the same in AE by using the Color Profile Converter if you don't want to use the full color management.
If they don't look the same in Photoshop, then you might want to ask how the JPEG was created from the TIFF.
