I haven't done a political ad in about 10 years (thank goodness), but ship several non-political spots for air per week.  The rule we use is that in SD, disclaimers must be 22 scanlines (pixels, effectively) tall, and on-screen for 3 seconds for the first line and 1 extra second per additional line.  A 3 line super would have to be up for 5 seconds.  If you're mastering in HD, make your super 44 scanlines tall and you should be all good.  Measure the height from the bottom of a descender to the top of an ascender.
