I must have mis-googled the first time, because I looked for "(state) broadcast tv political ad disclaimers," and stumbled on this FEC site, with specifics.  It lists the 4% rule.

Yep, I'm not particularly proud to be doing political spots, but they go fast, pay very quickly (2 days average), can be fun to do, and only come around every two years.
