Lock and Load is a great plug in if you d= on't have 5.5 or 6 with warp stabilizer. I have to create camera shake all the time. I have a crime series that they a= lways want to rock the camera more. I like Sapphire S_Shake. I've built a fe= w presets for a little shake, more shake, lots of shake. There are probably o= ther plug ins for doing this but this is my go to filter for such a thing.
