Not that I know of.
At least CS6 has the Video safe area as buttons on the control toolbar once the artboard tool is selected,  making it easier to turn on and off.
A workaround I have been using for years is to create a layer, draw the safe frames, and /or turn them into guides ( select the paths & hit Ctrl+5) which can then be toggled on/off with the usual hotkey for guides Ctrl+;
