Illustrator still cannot get hotkeys assigned to scripts (which stay valid once one restarts the program) normally.
In the forums I found some workarounds and hacks using autohotkey and saving them to desktop etc, but didn't bother using.
At least scriptbay extension, displays a list of them on a side palette easier accessible than digging in the menu's, just like actions are displayed.

If that doesn't work, the only thing I can think of would be a script, though knowing AI being even worse than AE in accessing certain UI items I would not be surprised if the controls are not exposed and thus not scriptable... You can always ask on the Adobe AI Scripting forum... JET or Jongware might be easily able to figure this out and provide the code...

It's driving me bonkers toggling them in the dialogue = workflow killer!
