Yes. Depending on the magic of the LCD screen, it could be scaled to fit in a multitude of ways. There's no standard procedure for that and it could affect more user than you'd like to think...

They are building a new HD facility, so for now we have to do everything 4x3 safe. Do we really have to worry about safe title on the sides? Forget the six people who still have CRT's at home. Is anything cut off at home when a 4x3 signal is displayed on a 16x9 monitor?
