The simplest and easiest way to do this would be to set up a bunch of mattes and do it conventionally.  It would still be quite complex, to cover all the possibilities, but you could approach it up in a logical manner.

If your circles were strong solid colours you might even be able to set them up in a precomp with an add blending mode, then key the resulting colours to create mattes for the various blending modes you want in your main comp.

It would still get fairly complex, and I'd be interested to know why you wanted to do this.  I would have thought that blending modes by themselves would be able to do what you want.
