I just tried this out myself..

Using just the Pen tool, I drew a path, and then deselected it. Then 
selected just one of the end vertices, doesn't matter which end, and 
clicked elsewhere, and it continued my path drawing, connecting that new 
vertex to the path..

No need to hold down any keys while I do this either.. are you sure you 
are in the correct pen tool option?  might it be set as one of the other 
vertex tools?
