Set your desired source layer, then copy the effect to your new layers. You could even use expressions to make all copies of the effect linked back to the original so if you have to change alphas it can be done in one click.

A layer with Stencil/Silhouette Alpha/Luma does the trick, and mattes everything below it.  BUT, I'd like to exclude some layers below from being affected without Precomposing.

Possible?
