In general, a good = working strategy is to press V to get the Selection tool, then just = press and hold the key to temporarily select other tools (such as G for = masking). When you release that key, the tool reverts to the previously = selected one. In the case of Text, that tool is auto-selected if you double-click a = text layer; might that be what's going on? Or perhaps the Text tool is = just selected, and you only notice the specific cursor when you move it = over the Comp panel?
