It's important, particularly for web animations and live theatre/ nightclub/ gig projections where file sizes need to be kept as small as possible. A looping animation can be just a few seconds long but keep playing for a long time. If it's a BG element, if it's well designed, then it's likely nobody will notice it's looping.
Designers don't always want photorealistic fire, sometimes they want a stylised or cartoony look, Fractal/ Turbulent noise is perfect for that kind of thing as well as other organic animated backgrounds.
