Yes, in CS6 check your Project Settings > = Timecode > Footage Start Time is set to Use Media Source. then when = you drag a clip with timecode onto the new comp button it will use that = as the start timecode for your comp. 

Then when = you apply the Timecode effect it will read the comp timecode and display = it for you.

If you already have a comp but want to change = the timecode you can - you can adjust the Start Timecode for a comp in = the Composition = Settings.
