If you have a lot of time but not a lot of money, it’s not the same visual effect as Charles Schwaub – but vectoring a still frame in Adobe Illustrator can give a unique look vs. the cartoon look plugins I’ve seen . Once you create a preset for a single frame, you can apply to all frames. Note that Illustrator is not easily automatable, but still, it would be far less time that rotoscoping and probably do a nice job for mid 4 figures.  However, that look may not been what you want. And it will require cleanup work due to the unpredictability.

 

Further caveat – I’ve only experimented this a number of year ago, so YMMV.
