Yes - same here.  I just started noticing this today and it seems to be
just what Robert is talking about.  Using version 11.0.1.  I don't remember
having the problem in my last project I did in CS6.

... The nav menu doesn't pop up regardless of where the cursor is placed
over the UI (comp, timeline, etc).  On my current project, I can keep
hitting shift for 10 seconds before the menu pops up while AE works out the
cached frames.  Frustrating and slowing me down as this is my main way of
navigating my projects.
