Yes - same here. I just started noticing this today and it seems to be just what Robert is talking about. Using version 11.0.1. I don't remember having the problem in my last project I did in CS6.
... The nav menu doesn't pop up regardless of where the cursor is placed over the UI (comp, timeline, etc). On my current project, I can keep hitting shift for 10 seconds before the menu pops up while AE works out the cached frames. Frustrating and slowing me down as this is my main way of navigating my projects.

Like all too many keyboard shortcuts in AE, it's a bit context sensitive, and won't appear when the cursor is over a panel that "doesn't apply" - even though the shortcut couldn't be confused for something else in that context.

Yes i have also seen this in CS6, and i have noticed it happens when AE figures out what frames are cached and what frames can be recycled for the cache, during that time the tab-shift key wont respond. You can use the button over the timeline to access the same menu during the AE cache thinking process, but it is quite annoying and should be fixed. It is really annoying on longer comps where it can take several seconds for AE to order the cache and respond to the tab-shift key.

I've noticed I'm having a lot of trouble getting the 'tap shift key'
to bring up the comp navigator popup recently. Sometimes i have to hit
shift multiple times and it still won't work. Both at home and working
on-site at other workstations. Has anyone else had this issue? CS6
