This is something I've always wondered about too. And not only with AE, but other programs as well. FCP, for example. If a shortcut only does one thing, why shouldn't it work no matter what panel happens to be active?

Yes i have also seen this in CS6, and i have noticed it happens when AE figures out what frames are cached and what frames can be recycled for the cache, during that time the tab-shift key wont respond. You can use the button over the timeline to access the same menu during the AE cache thinking process, but it is quite annoying and should be fixed. It is really annoying on longer comps where it can take several seconds for AE to order the cache and respond to the tab-shift key.

I've noticed I'm having a lot of trouble getting the 'tap shift key'
to bring up the comp navigator popup recently. Sometimes i have to hit
shift multiple times and it still won't work. Both at home and working
on-site at other workstations. Has anyone else had this issue? CS6
