Given your improved description I did a = screen grab of some motorcycle shot and zoomed it up and past the = camera. I precomposed and added echo to create the streaks with motion = blur. I did a transfer mode so the echo image burns in over top of the = source image, along with levels to control what portions of the image = (highlghts) burn through. I must be bored. Anyway, take a look and see = if this is what you're looking for.
