Dragon Naturally Speaking is just amazing.
Yes you have to spend time training it,
I admit, i was not impressed after spending a few hours dictating dumb practice speech stuff into the microphone during my work day.
I was tired, and I put it away unimpressed, I did not touch it for a few weeks.
The next time i opened it up though, it worked perfectly.   It really is accurate enough to replace typing words.
Speaking at a normal pace and volume, it works perfect.
With increasing amounts of background noise, it can fail a bit, but I never had that happen in my office with door shut.
The microphone and headset that often comes bundled is a necessary part, and super high quality.
All the reviews are for real, it works in any application that has a text cursor.
if you need it get it it works.
All that said, i feels better typing the words, and I think I am faster typing than talking.
good luck,

Premiere can (somewhat) parse voice to text in a video stream but that is different than live voice recognition for text input and commands.

There is software called Dragon naturally speaking, that will do this. Its not great though, unless you spend a lot of time training it to your voice. Hope it helps though.

I thought Premiere had some kind of subtitle voice to text thing. Might be my imagination though.
