I usually put it between 20-60% of final budget estimate. However in some cases I use projects files to incentivize payment in a timely manner, releasing them only after final payment clears. But then I usually throw it in for free. However if I were in your shoes, and you'd only be doing yourself a disservice by allowing them to reengineer your work in house, i'd say a 200% -300% markup isn't unreasonable. Especially if you want them to say no.
